The City of Spokane requested to become part of the District in April 2004. The annexation was confirmed by the District Board of Supervisors in May and the Washington State Conservation Commission in July of 2004.
Beginning in 2005, residents of the City of Spokane may have noticed a change in their 2005 property tax bill. The bill now includes a special assessment that helps to fund District programs. The $5 per parcel annual fee collected throughout the county provides approximately 23% of the SCCD budget. The remainder comes from grants, state revolving funds and other revenue sources. These other revenues are used to leverage the local assessment fees, bringing in $8 for every $1 in assessment fees collected.
The City and SCCD are planning and implementing conservation programs within the City limits. The District is also working with residents, neighborhood associations, and businesses on a variety of programs.
