Meeting Summary Hangman Creek Water Quality Improvement Planning Meeting Chair: Rick Noll, Spokane County Conservation District (SCCD) Present: Elaine Snouwaert, Department of Ecology Reanette Boese, Spokane County Dee Bailey, Coeur d’ Alene Tribe Walt Edelen, Spokane County Conservation District Cathy Mc Beth Bill Rickard, City of Spokane Charlie Johnson Gary Ostheller William Sayres, Jr. Lon Ottosen Bruce Carmack Pat and Jennie Kane Penney Tee Patrick Mc Guire, Department of Ecology Tom and Ardis Dashiell AGENDA The meeting was called to order at 6:30p.m.and began with introductions. The minutes for August were distributed and reviewed. Rick asked for any comments or corrections to the August minutes. There were no comments or changes Motion was made to approve the July minutes by Charlie Johnson and was seconded by Reanette Boese. Motion carried. OLD BUSINESS Time sheets Rick forgot the timesheets and will distribute them at the next meeting Rick opened the floor for public comment. Reanette passed out copies of a newspaper article about a grant to evaluate impacts of logging. There was some discussion about the types, locations, and amounts of logging being conducted in the watershed. Tom Dashiell discussed the large amounts of sediment he sees being supplied by bank erosion. He feels that this is an area that needs to be fixed first. Rick passed around a sample bottle to illustrate the suspended sediments from a Tekoa roadside ditch. The sediment was approximately 2,000 to 3,000 mg/l. New BUSINESS Pat McGuire, Ecology, NPDES permit explanation Pat passed out an acronym list and a list of NPDES permits for the Hangman Watershed wastewater treatment facilities. Each town wastewater permit was discussed along with how well it is currently functioning. Each permit had the issue date, expiration date, location of discharges, list of parameters monitored, the limits for each monitored parameter, the number of violations, and any other important information. Outreach Plan Rick passed out a draft Outreach Plan for the project. Ideas were discussed about how to reach residences in the watershed. Ideas to reach producers included providing information at fertilizer and pesticide application meetings and at council meetings. Additional ideas for education were suggested, such as a regional environthons. It was suggested that posters with questions be placed at events and some possible prizes for correct answers be provided. Rick and Elaine will work with Penney Tee on this. They will try to get something ready for the Rockford fair this month. A sign-up sheet for staffing the booth at the fair was passed around. Next Meeting The next meeting is scheduled for Thursday, October 21, 2004, from 6:30p.m. to 8:30p.m. at the Fairfield Community Center.
