Meeting Summary Hangman Creek Water Quality Improvement Planning Meeting Chair: Rick Noll, Spokane County Conservation District (SCCD) Present: Reanette Boese, Spokane County Charlie Johnson Pat and Jennie Kane Cathy McBeth Gary Ostheller Elaine Snouwaert, Dept. of Ecology Lon Ottosen David Tysz Walt Edelen Joe Joy, Department of Ecology APPROVAL OF MINUTES The meeting was called to order at 6:30 p.m. and began with introductions. The minutes for February were approved with no changes. Motion was made to approve the February minutes as distributed by Gary Ostheller and was seconded by Pat Kane. Motion carried. OLD BUSINESS Time sheets Rick asked for everyone to please fill out their timesheets and turn them in. Rick opened the floor for public comment. There were no public comments. Water Quality Data Presentation Rick presented a summary of the water quality sampling results from last year. There was some discussion with Joe Joy about load allocations and timelines. There was some discussion on the phosphate standard that may apply to Hangman Creek. Information/Outreach Articles Rick reported that he contacted the North Palouse Journal, the St. Mary’s Gazette, and the Colfax Gazette. The editors want to see the articles and then they will decide what to publish. The group discussed the potential for other water quality issues. It was agreed on to investigate the possibility and the following items were outlined. Other outreach ideas were discussed for the summer. Rick informed the group that the district has a float of a watershed that is now being used for awareness and it could be entered in the parades. Pat Kane suggested that the bio-bug was a big draw at Tekoa and asked if it could be brought back. Rick will check into entering the bio-bug and float in the parades. Along with the parade entries, the district will set up an information booth. Rick will send out a sign up sheet for help at the booth. BMP's for Improving Water Quality Worksheet Rick provided a worksheet that listed each issue that the workgroup will address. For each issue, a list of possible practices that could improve water quality were listed, along with the concerns addressed, the benefits to landowner/operators, and potential problems to implementation of the BMP. The work group decided to concentrate on listing the BMPs for each issue and have the conservation district fill in the benefits and problem sections. The work group would review and amend the work by the conservation district. The following issues had BMPs and other practices identified for improving water quality: · Sediment/fecal from livestock and wildlife · Nutrients/Chemicals from Residential uses · Sediment from agricultural field ditches Public Comment No public comment Next Meeting The next meeting is scheduled for Thursday, June 16th from 6:30 p.m. to 8:30 p.m. at the Fairfield Community Center. The meeting was adjourned at 8:35 p.m.
