AGENDA

The meeting was called to order at 6:30p.m.and began with introductions.  A meeting agenda with copies of the April 29, 2004 meeting minutes had been distributed earlier.   Rick asked for any comments or corrections.

 

Three names were corrected.  Elaine clarified that she only represents Ecology not all State agencies.  Micki Harnois requested that the corrected minutes be published in the North Palouse General.  The Conservation District will send corrected minutes to them.

 

Motion was made to approve the amended minutes by Penney Tee and was seconded by Gary Ostheller.  Motion carried.

Open Discussion/Public Comment

Kris Budde expressed concern regarding an article in the Spokesman Review Sunday paper (May 16) regarding overflow waste dumping into Hangman Creek.  Discussion followed that combined sewer and stormwater are diluted and overflow into Hangman Creek during large storms.  Rick will contact Bill Rickard and ask him to bring information related to the outflows.

 

 

OLD BUSINESS

Formation of Planning Committee – New Membership Designation

It was discussed how many people are needed for a quorum.  Sixty percent of the current list of 13 members is 7.8.  It was decided eight members are needed for a quorum. 


 

Review, discuss, and approve amended bylaws and operating procedures

Rick reviewed the three changes to the bylaws as distributed earlier.  The changes were discussed and all changes were accepted by the committee.

 

Motion was made to approve the amended bylaws and operating procedures by Micki Harnois and was seconded by Jennie Kane.  Motion carried.

 

 

Timesheets

Rick asked for everyone to please fill out their timesheets and keep them up to date.

 

 

NEW BUSINESS

SCCD Annual Open House

Rick informed the group about the District’s Annual Open House on Saturday, May 22, 2004.

 

TMDL Presentation  - Elaine Snouwaert, Department of Ecology

Elaine gave a more detailed review of the TMDL process.  The group discussed pollutants, point and non-point sources, and the major causes water bodies fail to meet water quality standards. 

 

Discuss Future Presentations – Ecology, HB2514, NRCS, SCCD, other…

The group agreed that Elaine’s presentation was beneficial and are interested in additional presentations.  Topics for future presentations include a successful TMDL process (representative from DOE Yakima Regional office next month), the Coeur d’ Alene Tribe – water quality work and cultural past, Benewah County Soil Conservation, and turbidity.  Rick will put together a presentation covering turbidity and will schedule the rest.

 

Review Additions to Acronym List

The acronym list was reviewed. Elaine gave a definition for AKART, All Known Available and Reasonable Methods of Prevention, Control, and Treatment.

 

 

Open Discussion/Public Comment

Rick informed the group that he was unable to find an address for the Cattlemen’s Association.  Kris Budde discussed a split in the group and will report back when he knows what is happening.  The Conservation District called Fairfield in regard to Flag Day and is waiting for a return call.  Micki Harnois will contact Fairfield and get back to Rick about setup.  Rick will also contact Rockford, Tekoa, and Spangle, for summer activity schedules.  The District will set up displays regarding the TMDL and WRIA Watershed Planning Projects at these events. 

 

 

Homework

Rick passed out Planning as Process:  A community Guide to Watershed Planning workbook.  He asked the group to familiarize themselves with this document.



Next Meeting

The next meeting is scheduled for Thursday, June 17, 2004, from 6:30p.m. to 8:30p.m. at the Fairfield Community Center.
