AGENDA

The meeting was called to order at 6:38p.m.and began with introductions.  The minutes for July were distributed and reviewed.  Rick asked for any comments or corrections to the July minutes.

 

Micki asked if the Hangman Creek Planning Committee could review permits issued by the City of Spokane Valley.  She asked if the SCCD would review any planning/permits first and then pass them on to the committee.  Walt agreed that it should go through the District first. 

 

Carol Widman’s name was corrected.

 

Motion was made to approve the July minutes by Bill Rickard and was seconded by Micki Harnois.  Motion carried.

 

 

OLD BUSINESS

Door key

Rick announced that we now have a door key, which will alleviate any tardiness with meeting start times.  


 

Time sheets

Rick asked for everyone to please fill out their timesheets and keep them up to date.

Rick asked if there was any public comment at this time.  None noted.

 

  

New BUSINESS

Coeur d’ Alene Tribe

Dee Bailey from the CDA Tribe gave an overview of the Tribe’s water quality work and fisheries and wildlife projects.  She explained the Tribe’s water quality problems, their sampling parameters, and goals concerning Hangman Creek.  Rick asked how does the golf coarse and casino affect the Tribe’s desire of having more water in the stream for anadromous fish runs.  Dee explained that the golf coarse and casino withdraw their water from a confined? aquifer. 


 

Water Storage proposals from Golder

Rick explained the 2514 multipurpose storage assessment and presented Golders summary of options for water storage in the Hangman watershed.  The options are upland dams, wetland restoration, snow fences, off-channel catchment basins, diversion near Spangle, no-till farming and water conservation.  Charlie asked if the group had considered re-forestation.  Walt and Rick will ask the planning unit if Golder should investigate that option.

 

Jennie mentioned that strip-mining behind her property is causing severe runoff, and that there’s nothing holding the water in.  She wants to know what can be done in areas like that.

 

PFC review of Hangman Creek Inventory and Assessment

Walt presented an overview of the Hangman Creek Proper Functioning Condition Inventory and Assessment work performed by SCCD.  He explained how Hangman Creek was broken into reaches, and assigned its functioning conditions.  Walt showed 58 river miles of Hangman Creek, reach by reach, and explained with the use of photos, how and why each reach’s condition was determined.


 

Fieldtrip sites

Rick asked if the group is still interested in a Hangman Watershed field trip, and what the group wants to look at.  The group decided to look at some logging areas where there are problems, and areas where logging has been done correctly.  A poor logging site is Wheeler ant Painter? Rds.  Charlie, on Latah has good logging practices and also has a cow/calf operation.  He participates in the Conservation Security Program which rewards land users for ?  He and Rick will come up with additional sites to visit.  There are some urban related problems in the town of Rockford including bank stabilization and erosion.  Gary suggested the group look at California Creek outside of Mica.  Indian Creek and Tensed Creek on the Coeur d’ Alene Reservation were also mentioned.  A tentative date was set for October 2nd, and October 16th as a backup.

 

Elaine asked if any of the sampled water quality data provided any information for the group yet.  Rick replied that the District is still waiting for some results and more sampling might occur this winter. 

 

Lonn stated that he knew of a lot of wetlands throughout the watershed and that this information might be useful to Golder for the multi-purpose water storage.  Walt asked if he could pass that information and Lonn’s number on to Golder.  Lonn said yes.

The next meeting is scheduled for Thursday, September 16, 2004, from 6:30p.m. to 8:30p.m. at the Fairfield Community Center.
