WRIA 56/HANGMAN CREEK Watershed Implementation Team Meeting Tuesday, October 24, 2006 10:30 - 12:30 p.m. Harvester Restaurant Spangle, WA Meeting Summary Attending: Dee Bailey, CDA Tribe Reanette Boese, Spokane County Steve Bortfeld, Hangman Hills Water District Bruce Carmack, Rockford Resident Walt Edelen, Spokane County Conservation District Susan Gulick, Sound Resolutions (Facilitator) Gary Ostheller, Fairfield Grange Bill Rickard, City of Spokane, Environmental Programs 1. Early Action Items Groundwater Monitoring Wells q Rick has started contacting people regarding potential well monitoring. q In general, there appears to be a lot of willingness to cooperate. q Rick and Walt will continue working on preparing a proposed groundwater monitoring strategy. Water Quality Impacts from New Development q A property owner near the proposed Grouse Estates development believes there is a large quantity of moving groundwater in the area. He is concerned about the water quality impacts of the development and has requested that the WIT address this concern. q Based on the location, the WIT believes this development will be served by City water and sewer services. This alleviates some of the concerns about potential septic impacts. q Walt will verify that the development will be served by the City’s water and sewer services. He will also write a letter for the WIT’s review to encourage baseline and ongoing water quality monitoring of the groundwater in the vicinity. This letter could serve as a template for letters regarding other developments in the WRIA. 2. Formation of the WIT Operating Procedures q The WIT reviewed the proposed changes to the operating procedures for the WIT. Susan will make the suggested changes and send out a new version to the WIT. Member Recruitment q The WIT discussed the need to engage more persons in WRIA 56 activities. The group discussed key interests that need to be invited to either join the WIT or at least be kept informed of its activities via the e-mail list. While nearly all of these interest groups have been previously invited to participate, the WIT determined that it is a good time to invite them again. q Reanette will look at various water system plans to identify some of the water purveyors in the WRIA. Walt will make a list of city or town purveyors. q Other interest groups identified include producer organizations for wheat growers and/or any other large agricultural commodities, Hangman Creek Chamber of Commerce, North Palouse Journal (for the e-mail distribution list), Sierra Club or Lands Council, and a Hangman Creek homeowners association. q WIT members should give Walt names of any contact people for these organizations. q Susan will draft a letter for Walt’s signature (to sign on behalf of the WIT) inviting these entities to participate. Meeting Times/Locations q The WIT decided that, for the winter months, it will alternate meetings between the SCCD office and the Harvester restaurant in Spangle. q In general, the WIT will meet twice a month, on first and third Tuesdays. Goals and Objectives q Susan distributed draft goals and objectives. WIT members should provide comments or Susan, or bring them to the next meeting. 3. Implementation of the Water Quantity Recommendations q The WIT reviewed recommendations R1.a – R3.a. Susan will prepare a skeletal/draft version of the DIP for these recommendations for the WIT’s review. q The WIT will continue reviewing recommendations at the next meeting, beginning with recommendation R3.b. 4. Upcoming Meetings q The next WIT meeting will be on Monday, November 6th from 10-12 at the SCCD offices. q There will also be meetings on November 21, December 5 and December 19th. The location of these meetings has not yet been determined.
