1.      Implementation of the Water Quantity Recommendations

q       The WIT reviewed recommendations R3.b-R4.i.

q       The WIT discussed each recommendation’s potential benefit to the watershed as well as the practicality of implementing the recommendation within the next few years.

q       The WIT also brainstormed initial implementation actions.

q       Susan will summarize the discussion in skeletal draft of the DIP.

 

2.      Formation of the WIT

q       The WIT reviewed the revised operating procedures for the WIT and found two additional corrections. The City of Spokane also requested that the meeting summary note that nothing in the operating procedures appears to conflict with the MOA governing the WIT. If any conflicts are discovered in the future, the MOA will be the governing document and will supersede the operating procedures.

q       The WIT adopted the revised operating procedures as corrected, and with the City of Spokane’s stipulation. Susan will e-mail the final document to the mailing list.

q       The WIT discussed the draft goals and objectives for the DIP.  Bill R. requested that the goal or objectives state that the DIP will comply with the Watershed Planning Act (Chapter 90.82 RCW).  He will draft suggested language and send it to Susan.

q       The WIT reviewed the draft invite letter to prospective new members of the WIT.  Susan will revise the letter based on the comments received.

q       Walt and Reanette will compile a list of persons who should receive the letter and send it to the mailing list for review and comments.

 

3.      Early Action Items

q       Tekoa Well

ü       The mayor of the City of Tekoa called Walt to request financial assistance from the WIT because the installation of the well was $1700 over budget. 

ü       The WIT discussed the merits of using some of the remaining money from Phase III (plan development) for this purpose.

ü       No decision was made; this will be discussed again at a future meeting.

q       Asphalt Dam

ü       The WIT reviewed a graph illustrating the impacts of removing the asphalt dam at Tekoa.  The graph indicates that removal of the asphalt dam may not result in significant elimination of backwater, as desired.

 

4.      Announcements

q       The Department of Ecology will be advertising to hire a watershed lead (to replace Keith Holliday). 

q       Ecology is accepting comments on the Avista relicensing process.  WIT members are encouraged to submit comments, particularly regarding sedimentation issues on Hangman Creek.

q       The WIT will need to prioritize the centennial grant applications proposed for WRIA 56 at a future meeting.

 

5.      Upcoming Meetings

q       The next WIT meeting will be held on Tuesday, November 21st from 10-12 p.m. at the Harvester Restaurant in Spangle.

q       There will also be a Planning Unit meeting on Tuesday, December 5th from 10-12 at the SCCD office in Spokane.
