1.      Meeting Summary 

q       The meeting summary was approved with no changes.

 

2.      Update from the City of Spangle

q       Clint Koehler, Public Works Director for the City of Spangle, briefed the WIT on two proposed projects within the City:  a housing development for 215 houses and a bio-diesel plant.

q       The City has adequate water rights for the bio-diesel plant for years one and two of their planned usage, but not for year three or beyond. 

q       The City also has water rights for part of the proposed housing development, although the developer does not want to proceed in phases.

q       The City is looking to purchase surplus water rights from neighboring jurisdictions to support both these projects. 

q       If the full bio-diesel plant moves forward, the City may need to install another well to provide a sufficient flow. It is unknown what the precise draw-down of the aquifer would be, but the City believes there will be sufficient water based on draw-down and recovery rates of their existing wells.

q       The bio-diesel plant does not need fresh water for its process, but there appear to be too many regulatory obstacles for them to use reclaimed wastewater.

q       Clint will keep the WIT informed as the projects move forward.

 

3.      Implementation of the Watershed Plan Recommendations

q       The WIT reviewed recommendations R8.a through R8-i. 

q       The WIT also brainstormed initial implementation actions.

q       Susan will summarize the discussion in a skeletal draft of the Detailed Implementation Plan (DIP).

 

4.      Other Issues

q       Walt will obtain a copy of the drainage report for Blue Grouse Estates.

q       A draft of the City of Spokane’s Shoreline Master Program is available for review and comment. Public meetings will be held sometime after the first of the year.

 

5.      Upcoming Meetings

q       There will NOT be a meeting on Tuesday, January 2nd. 

q       The next meeting will be on Tuesday, January 16th from 10-12 at the Harvester Restaurant in Spangle.
