WRIA 56/HANGMAN CREEK Watershed Implementation Team (WIT) Meeting Tuesday, January 16, 2007 10:00 a.m. - 12:00 p.m. Harvester Restaurant 410 W. First St. Spangle, WA Meeting Summary Attending: Dee Bailey, CDA Tribe Reanette Boese, Spokane County Steve Bortfeld, Hangman Hills Water District Walt Edelen, Spokane County Conservation District Susan Gulick, Sound Resolutions (Facilitator) Clint Koehler, City of Spangle Rick Noll, Spokane County Conservation District Gary Ostheller, Fairfield Grange Bill Rickard, City of Spokane, Environmental Programs Kristine Graf, City of Spokane 1. Meeting Summary q The meeting summary was approved with no changes. 2. Water Conservation Ideas q Walt reviewed the idea of proposing a water conservation program pilot for a school program in the Hangman Watershed (Liberty). This idea had been brought before a regional watershed conservation group and was not deemed as a viable approach due to curriculum constraints and the difficulty to change. Walt will contact the Freeman and Liberty School Districts to initiate discussions. 3. New Grant from Ecology for Stateline Gauging Station q Walt acknowledged that the proposal submitted to Ecology on behalf of the planning unit recommendations had been accepted by Ecology. This new grant will install a real-time stream gauge at the Idaho/Washington border. The SCCD will administer the grant. Further discussions with the Coeur d’Alene Tribe, the USGS, and the Pine Creek Conservation District are planned. 4. Spangle Update q The bio-diesel project is no longer planned. q The housing development is still moving forward. Additional water rights are being purchased from Spokane Rock Products by the City of Spangle. Additional water rights are still needed; Clint is pursuing the purchase of surplus water rights from adjacent communities. 5. Formation of the WIT q The letter inviting additional entities to participate in the WIT has been finalized and will be mailed soon. 6. Early Action Items q There was nothing to report on early action items. 7. Implementation of the Watershed Plan Recommendations q The WIT reviewed recommendations R9.a through R10-d. q The WIT also brainstormed initial implementation actions. q Susan will summarize the discussion in a skeletal draft of the Detailed Implementation Plan (DIP). 8. Ecology Watershed Lead q Brian announced that Sarah Hunt has been hired as Ecology’s watershed lead for the area that includes WRIA 56. She will start in February. 9. Upcoming Meetings q The next meeting will be on Tuesday, Feb. 20th from 10-12 at the Harvester Restaurant in Spangle. There will NOT be a meeting on February 6th.
