1.      Approve Meeting Summary

q       The meeting summary for the previous meeting was approved with no changes.

 

2.      Implementation of the Watershed Plan Recommendations

q       The WIT reviewed recommendations R11.h through R11.m and developed initial implementation actions.

q       Susan will summarize the discussion in the first draft of the Detailed Implementation Plan (DIP).

 

3.      Update on Stateline stream gauge

q       The Spokane CD and Ecology have finalized an agreement.

q       The real-time gauge will be installed and operational by June 30th.

q       USGS will maintain the gauge for 2 years; afterwards money will need to be identified to fund ongoing operation. The estimated cost is $12,000-$15,000 per year.

 

4.      Spangle Creek dredging

q       Walt sent a letter to the City of Spangle offering to help address the sedimentation issues in Spangle Creek in a manner consistent with the Watershed Plan.

q       Walt will be attending a town council meeting on March 12th and assumes this will be discussed at that time.

q       Spokane County has notified Spangle that the dredging will be subject to the County’s Critical Areas Ordinance and will require a grading permit.  WDFW will also require a hydraulic permit.  Spangle will need a habitat management plan to fulfill these various permit requirements.

q       The WIT hopes these issues can be resolved in a mutually beneficial way. They would like to assist the City in addressing the sedimentation issues in a manner that is protective of the watershed.

 

5.      Update on recruitment of new members  

q       Walt sent two letters: one to Group A purveyors and one to other potentially interested persons.

q       Responses are trickling in.

 

6.      Water Reclamation   

q       Public meetings will be coming up on the City’s study of reuse possibilities for reclaimed water. 

q       There will also be a briefing in either WRIA 55/57 or WRIA 54 because these are the locations where there are feasible sites. There were no feasible sites identified in WRIA 56. 

q       Bill will have copies of the draft study available at a future meeting.

 

7.      Other Issues   

q       Kris will serve as Bill’s alternate on the WIT.

q       Michael noted that while he will not be able to attend every meeting, he would like to keep up on the issues before the WIT.  He finds the web-site very useful and requested that the homework be posted on the web.

q       A meeting of the Hangman Creek TMDL will take place on March 15th at 6:30 at the Fairfield Grange.

q       Ecology has released its annual report on watershed planning and instream flows.  Sara passed out a sample. The report is available on Ecology’s website:  http://www.ecy.wa.gov/pubs/0611046.pdf

 

8.      Upcoming Meetings

q       The next meeting will be on Tuesday, March 20th, from 10-12 at the Harvester Restaurant in Spangle.

q       There will also be a meeting on Tuesday, April 3rd, from 10-12 at the CD office in Spokane.
