Watershed Implementation Team (WIT) Meeting

1.      Implementation of the Watershed Plan Recommendations  

q       The WIT reviewed recommendations R11.m through the R13.e and developed initial implementation actions.

q       Susan will summarize the discussion in the first draft of the Detailed Implementation Plan (DIP).

 

2.      Updates/Other Issues

q       Spangle Dredging

§         There are still many steps before dredging begins so no action is imminent.

§         Walt will attend a meeting with the City on April 9th and will have a better update at that time.

q       Ideas for articles for the Hangman Country newsletter

§         The WIT brainstormed the following ideas for articles:

ü       Phase IV update on Watershed Planning (Walt will prepare)

ü       Tekoa Well Update (Walt)

ü       Stateline Gauge Update (Walt)

ü       California Street Culvert (Walt)

ü       West Plains water quality issues (Reanette)

ü       TMDL update (Walt or Rick)

ü       Inchoate Water Rights (future article; probably not this issue)

§         In addition, Sara will check at Ecology for other suggested topics.

§         Draft articles should be prepared by April 13th.

q       Stateline Gauging Station 

§         The grant has been signed with Ecology and a contract is being signed with USGS.

§         The next step is getting the JARPA permit and identifying the exact location with USGS and the willing landowner.

§         The SCCD will purchase the equipment and USGS will install it.

§         The gauge should be operational by the end of June.

q       Recruitment of New WIT members

§         Walt continues to receive replies to the invitation he mailed to prospective new members. 

§         Walt will send Susan the names of new members to add to the mailing list.

 

3.      Other Issues

q       The Goodrich Corporation is looking for projects in the area for mitigation activities. They are particularly interested in projects related to geo-physical mapping or aquifer recharge/sub-surface storage.  Walt will suggest ground water monitoring as a good project for the watershed.

q       Ecology is hosting an all-day meeting on Watershed Planning on Thursday, May 17th, in Moses Lakes.  WIT members are encouraged to attend.

q       A question about the lawsuit on the municipal water bill was asked at a previous meeting.  The lawsuit is still in discovery and could go to trial this fall. The trial will be in King County Superior Court.

 

4.      Upcoming Meetings

q       The next WIT meeting will be on Tuesday, April 3rd from 10-12 at the SCCD office.

q       There will also be a WIT meeting on Tuesday, April 17th from 10-12 at the Harvester Restaurant in Spangle.
