WRIA 56/HANGMAN CREEK Watershed Implementation Team Meeting Tuesday, April 3, 2007 10:00 a.m. - 12:00 p.m. Spokane County Conservation District Conference Room 210 N. Havana Spokane, WA Meeting Summary Attending: Reanette Boese, Spokane County Peter Grunte, Watershed Resident Susan Gulick, Sound Resolutions (Facilitator) Sara Hunt, Dept. of Ecology Rick Noll, Spokane County Conservation District Gary Ostheller, Fairfield Grange Bill Rickard, City of Spokane, Environmental Programs 1. Review Meeting Summary q The meeting summary was approved with no changes. 2. Review Partial Draft of the DIP (Water Quantity Recommendations) q The WIT discussed the format and level of detail of the draft plan. q The WIT agreed that the current timelines (immediate, near-term, long-term) were sufficient and that it was not necessary to add more detail or deadlines. q The WIT would like to have the benefit and practicality vote totals for each recommendation noted on a separate matrix. q The WIT reviewed the language for recommendations 1a-4j. Recommendations 2c, 4b, and 4i need to be revisited. q Sara will find out more about DOH financing options for infrastructure upgrades for small towns (Recommendation 4b). q Sara will also get more information on drought management planning at Ecology (Recommendation 4i). 3. Update on Stateline stream gauge q SCCD and USGS will select the location for the stream gauge in April. The gauge will be operational sometime in June. 4. Spangle Creek dredging q Spangle has decided not to dredge. They are still exploring tree removals within the streambed. 5. Hangman Country Newsletter q Sara will prepare a plain-English article explaining inchoate water rights. She will also ask Elaine to write an update on the Hangman Creek TMDL. q The draft articles should be sent to Walt by Friday, April 13th. 6. Upcoming Meetings q The next meeting will be on Tuesday, April 17th from 10-12 at the Harvester Restaurant in Spangle. q Laura Blackmore will be attending to present a proposed approach to the required analysis of inchoate water rights in the DIP. q There will also be a meeting on Tuesday, May 1st, at the SCCD.
