Inchoate Water Rights Analysis q Laila Parker of Cascadia Consulting Group, presented a draft analysis of the municipal inchoate water rights in the watershed. q Inchoate water rights are the water rights granted to municipal water users that are currently unused. q The Watershed Planning Act requires that all Detailed Implementation Plans include an assessment of the inchoate water rights in the watershed. Cascadia would like to work with WRIA 56 to prepare an analysis that will be useful to planners in the watershed. q Laila asked for assistance in tracking down missing data in the watershed. She will check with the Dept. of Health to see if there are copies of water system plans that she has been unable to track down. She will also check with County Planning staff to see if they have any information from water systems that was provided for the local Comprehensive Plan. q Sara will check with Alix Mills of Ecology to see if she can be of assistance. q When the draft analysis is complete, Laila will send it to all the purveyors, including those for which we have no data, and ask for their review and input. q The analysis will be revised based on the input from the purveyors. q The WIT wanted to know how many gallons there are per acre-foot. The answer is 325,851 gallons. 2. Review Draft 2008-2009 WIT Workplan q The WIT reviewed the 2008-09 activities for Water Quality Protection and Land Use Planning Compliance. q The changes will be integrated into a final draft of the Workplan for inclusion in the Detailed Implementation Plan. 3. Updates/Other Issues q Spangle § The WIT could provide some recommendations to the City to help them apply for FCAP funds. § The SCCD is meeting with the City later this summer to offer technical assistance on stormwater management. Ecology is available to assist if needed. q Stateline Stream Gauge § The gauge is operating. The data will be collected real-time sometime later in the week. § Funding for O&M is secure through September of 2008. Additional funding needs to be identified after this date. q Tekoa Water System Plan § Reanette and Bill agreed to assist Walt in reviewing the Tekoa Water System for consistency with the Watershed Plan. § Reanette will forward Walt the template they are using for these reviews in WRIA 55/57. It will need to be modified for WRIA 56. q Ecology Water Rights Processing § Sara will give Gary copies of existing policy memos that explain Ecology’s position and procedures for issuing or denying new water rights applications. 4.
