WRIA 56/HANGMAN CREEK Watershed Implementation Team Meeting Tuesday, August 7, 2007 10:00 a.m. - 12:00 p.m. Spokane County Conservation District Conference Room 210 N. Havana Spokane, WA Meeting Summary Attending: Reanette Boese, Spokane County Lloyd Brewer, City of Spokane, Environmental Programs Walt Edelen, Spokane Conservation District Kristine Graf, City of Spokane Peter Grunte, Watershed Resident Susan Gulick, Sound Resolutions (Facilitator) Rick Noll, Spokane Conservation District Gary Ostheller, Fairfield Grange Sara Hunt, Dept. of Ecology 1. Review Meeting Summary q The Meeting Summary from the July 24th meeting was approved with no changes. 2. Review Draft 2008-2009 WIT Workplan q The WIT completed their review of the 2008-09 Workplan. This will be incorporated into the final draft Detailed Implementation Plan. q At the next meeting the WIT will discuss how to prioritize actions for available funds, including the Phase IV Implementation Grant. q The final draft of the Detailed Implementation Grant will be distributed to WIT members on Monday, August 13th. Wit members will have until Friday, August 24th to submit comments. q Once these comments are incorporated, the Final DIP will be distributed to the Spokane City Council for review and approval. The WIT will vote on final approval after the plan is approved by the City Council. q Following WIT approval, briefings will be scheduled to Spokane and Whitman Counties’ Boards of County Commissioners. Assuming things go smoothly, the DIP should be adopted by the Counties by mid-October. 3. Updates/Other Issues q The state line stream gauge is collecting and reporting real-time data. The data are available on the USGS website. Walt will distribute the link. q Grant Updates § The Watershed Council Support grant has been approved for $30,000 over two years. An additional $10,000 may be available to some WRIAs in the future. § It appears that the Rockford project to provide infrastructure support will be funded. § There may be additional projects funded but final decisions have not been made. Sara will update the WIT as soon as she has more information. q Early Action Items § The WIT will consider funding O&M costs for the state-line stream gauge with the remaining early action funds. § Walt is also asking the Tekoa and Hangman Hills golf courses if they would be willing to meter their wells to evaluate water efficiency. § When Walt has more information the WIT will make a final decision on which actions to fund. q Personnel Changes at Ecology § Joe Stohr is leaving Ecology to take a position at WDFW. § Gale Bloomstrom is retiring. q Spangle § A public hearing has been advertised for August 20th on the proposed housing development. § Apparently the City is still working on purchasing additional water rights from individual water right holders in the area. They are seeking approximately 90 acre-feet of additional water rights. 4.
