1.      Review Meeting Summary

q       The Meeting Summary from the August 7th meeting was approved with no changes.

 

2.      Review and Discuss Comments on DIP

q       The WIT discussed substantive comments on the Detailed Implementation Plan:

§               Susan will re-write the section that addresses providing sufficient water for specific uses. The WIT will finalize this at the next meeting.

§               Susan will also expand the discussion on minimum instream flows (Recommendation R13.e).  This will note that the WIT has completed an instream flow study and lengthy negotiations.  The revised DIP will also include the WIT’s plan to hold 1-3  additional meetings to attempt to reach consensus on a recommended minimum instream flow.

§               A statement will be added to the plan that notes that the DIP only applies to land in the State of Washington, in accordance with Washington state law.

§               The heading “Funding Sources” will be changed to  “Potential Funding Sources” and a paragraph will be added to the introduction that discusses the various potential funding sources found in the DIP.

q       Laila will send out a revised inchoate water rights section when it is finalized.  Walt agreed to call contacts in Cheney and Waverly to encourage them to complete the survey; Laila will contact the Upper Columbia Academy.

 

3.      Early Action Items

q       The WIT approved funding USGS O&M costs to operate the stateline stream gauge for an additional year, using the remaining early action funds.  Walt will discuss this with Ecology and complete a grant amendment with Ecology and an inter-agency agreement with USGS.

 

4.      Other Issues/Announcements

q       Reanette is seeking volunteers to participate in scoping discussions for the West Plains Geo-Physical Study.  The SCCD, City of Spokane, Ecology, and John Buchannan of EWU were suggested.

q       The City of Spangle has removed trees in or near the creek for flood control purposes.  The SCCD will be meeting with city officials to identify other options to minimize flooding impacts.

q       The WIT would like a briefing on Ecology’s pre-adjudication work in early 2008.
