1.      Review Meeting Summary

q       The Meeting Summary from the September 18th meeting was approved with some corrections to typographical errors.

2.      Briefing by Ecology on the Pre-Adjudication Process

q       Ecology staff gave a briefing on their upcoming activities to map and evaluate known water rights in WRIAs 54, 55, 56, and 57, as part of the pre-adjudication project funded by the legislature.

q       The WIT requested language from Ecology on how to explain adjudication in layperson’s terms.

3.      Funding issues

q       The WIT finalized specific actions in the DIP for 2008 Phase IV grant funds.

q       The WIT also projected the desired allocation of 2009 grant funds, but these will need to be refined based on the results of 2008 activities.  Currently there are more needs identified for 2009 than can be funded from the $100,000 available.

q       In addition to the Phase IV grants, the WIT will allocate the Planning Unit Support grant funds ($30,000-$40,000 over two years) to the SCCD to fund staff and administrative expenses for the WIT.

q       Susan will prepare a draft schedule of WIT meetings for 2008 to help determine how much facilitation time will be needed.

4.      Updates/Other Issues

q       Water rights surveys are still needed from Cheney and few other key locations. Laila will send out the updated inchoate water rights analysis for review as soon as she receives the survey from Cheney.

q       The WIT decided to remove the following action from the DIP for recommendation R4.h because the TMDL is not anticipated to have a water conservation focus:  “WIT members will implement conservation programs and actions required by the Hangman TMDL.”

q       WIT members should send Walt comments on the Water Conservation Plans’ Checklist as soon as possible.
