Meeting was called to order at 9:10 am, followed by self-introductions.  Jon Jones with the Department of Ecology was introduced as the new watershed lead for the project.  A meeting agenda with copies of the April 5, 2005 meeting minutes had been distributed previously.  Changes to the minutes included adding the Deer Park fair and rodeo to the outreach events, and correcting the spelling of Cusick and Pend Oreille. Lindell Haggin motioned to approve the minutes with amendments.  Motion was seconded by Rico Reed. Motion Carried.

 

Public Comment

Dale discussed West Nile Virus and suggested that handouts about West Nile Virus from the health department be distributed with other information from the float.  Shallan distributed copies of the letter she sent to the County Commissioners about treating private land with larvicide. 

 

Rob Lindsay from Spokane County gave the group an update on the watershed management plan currently being completed for WRIA 55 and 57.  Russ Fletcher informed the group that the Pend Oreille Conservation District will be leading the WRIA 62 plan.

 

Old Business

 

Rico Reed reported on legislative efforts to reduce or eliminate phosphates in dishwashing detergent. There has been an amendment to HB 2322 to ban the sale of dishwashing detergents with phosphates in the state of Washington. This ban would not apply to industrial facilities, as the original bill addressing phosphates in laundry detergents does not apply to industrial facilities. 

 

Shallan Dawson provided an update on the float.  The Department of Ecology decided to fund the project.  Discussion on signs for the float concluded with two banners that will read:

            Watersheds Create and Support our Community

             What Watershed do You Live In?

 

Rick Noll provided an overview of the current WSU water quality sampling.  It was requested that a map of sampling sited be brought next month.  An inquiry was made about including a cow/calf operation in the sampling with samples taken immediately upstream and downstream of the operation.  WSU will be contacted about this extra sampling.

 

Issues for Audit Sheets

The group continued identifying issues for the audit sheets.  Issues discussed included enforcement by the Department of Ecology, water quantity issues dealing with surface water, and water quantity issues dealing with ground water.  For issues discussed on Audit Sheets, please see audit sheets

 

 

Homework

The group was handed out a ranking sheet and asked to fill out the matrix.  Sheets can either be e-mailed back to Shallan, or brought to the next meeting.

 

 

Next Meeting

The next meeting will be June 7, 2005 at the Riverside Fire Station, starting at 9:30 am.  Please note the start time change so we do not interfere with the preceding class.
