Meeting was called to order at 10:07am and began with introductions.  A meeting agenda with copies of the February 3, 2004 meeting minutes had been distributed earlier.   Rick asked for any comments or corrections 

 

Motion was made to approve the minutes as is by Stan Grant and was seconded by Bill Gilmour.  Motion carried.

Old Business

Rick gave an update on the TMDL issues meeting and that the list had been emailed to each of the committee.  The WSU graduate students that are part of the TMDL team, stopped by the Conservation District last week to get some Water Quality information. 

 

The Friends of the Little Spokane Annual meeting is Friday, March 5 at the Wandermere Golf Course.  Rick and Russ will be attending and will be available for any questions regarding what the LSR Management Plan Committee is doing.

 

Volunteer Water Quality Monitoring Program flyer is available for anyone interested. 

 

Kathleen Werr will try one more time, before the April meeting, to contact Joy Hart to see if she is still interested in participating with the Planning Committee.  Bart Lindell said that he ran into Russell Hart and he said that they do intend to participate but are very busy and finding it difficult to make the time to attend the meetings.


Rick reminded everyone to turn in their Non-Employee Monthly Time Sheets and that more were available on the back table.  Rick also reported that he checked with the Operations Manager at the District regarding the question that came up about turning in mileage and if anyone wants to keep that much detail it is up to them.  You will need the odometer readings (start and finish), date, etc.  You can put down your travel time and also any time spent in research on the Internet or in the library, etc.

 

 

Watershed Field Trip Update

The Planning Committee was asked for field trip sites they would like to see during the upcoming field trip.  A date for the field trip was set for April 30 with a backup date of May 7.  A tentative schedule will be presented to the Committee at the April meeting for their review.  A bus will be scheduled for the tour along with some type of lunch.

 

Sites that were suggested are:

  • Colbert – Housing area/spring SCCD sampled, landfill
  • Elk – Sedimentation, forest practices, good riparian
  • Riparian Case Study – Rande Kummer Project/Bear Creek
  • Black Road at Sands – Road maintenance
  • Sacheen Lake – Beaver Ponds, milfoil, Fertile Valley Road, Moon Creek inlet
  • East Eloika Lake Road – Drainage changes?
  • Scotia Road – Gage site, logging, spring feeding river, road construction problems
  • Pine River Park – Recreational influences

  

Watershed Characterization and the Social Structure Committees Update

Rick wanted to make sure that the committees aren’t getting weighed down with this whole aspect.  Copies of 3 or 4 completed Watershed Characterization sections for the other Watershed plans were available on the back table for anyone interested.  

 

 

NRCS Presentation by Paul Dorning

Paul talked about the different programs that NRCS has available and what some of the benefits of each are.  Paul provided a list of 2002 Farm Bill Conservation Programs available from NRCS.  The committee members were invited to ask Paul any questions they might have.

 

 

Acronym & Term List

Further review of the list will be postponed until the April meeting.

 

 

Homework

Characterization & Social Structure Committees will continue to meet. 

                

 

Next Meeting

The next meeting will be April 6, 2004 from 10:00am to 12:00pm, and will be held at the Riverside Fire Station #46 Meeting Room.
