A meeting agenda with copies of the May 4, 2004 meeting minutes had been distributed earlier. Rick asked for any comments or corrections. Jilla Harmon noted five editorial corrections on pages 1 & 2. Mary Sterling noted that on page 3 a statement should be added to the minutes that it was discussed that Paul Turner would report back to the Planning Committee regarding the QAPP review of selected sites and when the public comments timeline would be. Motion was made to approve the minutes as amended by Ann Zaren and was seconded by Bart Haggin. Motion carried. It was suggested that an e-mail list of the Planning Committee members be sent out to each member. Rick will see that a list is worked up and sent out to everyone. Ann Zaren announced that four of the Planning Committee members; Chris & Don DeChenne, Russ Fletcher, along with Ann are part of the Patriot Salute musical at the Circle Moon Theatre the month of June. She invited all of the Planning Committee members to attend. Watershed Characterization and the Social Structure Committees Update Rick encouraged each of the committees to have a “final draft” of their reports by the July 6 meeting for the Planning Committee to review. Recreation Dale Gill distributed a rough “final draft” of the report to his committee and they will review it and have a draft document for the Planning Committee at the July meeting to review. Politics and Jurisdictions Kathleen Werr is finishing compiling a list of political entities and jurisdictions whose decisions or activities have impact on the LSR watershed. The rest of the committee is to give her some data and then she will be ready to e-mail the list to Rick Economics, Growth & Development and Land Use Lindell Haggin reported that they are making progress and have received additional information on commercial and economic development uses in the area. Historical and Cultural Resources Stan Grant reported that he is working on the water and geology of the ice age and flood portion of the history report. Rick will contact Chris DeChenne to see where she is at with the rest of the committee report. Discuss Public Meeting Agenda and Date Paul Turner said that he would be reserving the Riverside High School meeting room for July 8 from 6:00 pm – 9:30 pm. Agenda for meeting was discussed. · Planning Committee will open meeting with slide show of Issues · Paul Turner will give an introductory presentation on TMDL’s · Quality assurance plan report by the WSU team Paul will have DOE set up ads for local newspapers to run by June 12. The Planning Committee gave him some suggestions for local newspapers to place ads. It was decided to have a follow-up public meeting with solutions to the Issues that are presented at the July 8 meeting. Time Sheets A reminder that time sheets are available for those that needed them. Remember to turn them in monthly to Jilla or Rick, but if that’s not possible then they must be turned in quarterly. If there are any questions, please see Jilla or Rick. Review EWU QAPP (Quality Assurance Project Plan) Paul Turner from DOE distributed DRAFT copies of the Little Spokane River Watershed Total Maximum Daily Load Study QAPP document dated April 30, 2004, The Final 1998 Section 303(d) List – WRIA 55, and the Washington State’s Water Quality Assessment (303(d)) List. The Planning Committee needs to review the DRAFT QAPP and get any comments back to Rick as soon as possible. Rick distributed copies of comments from the SCCD on this document to the Planning Committee. Review Field Trip and PFC Photos Rick gave a PowerPoint slide show of photo’s he had put together to this point. The slide show included the photos from the LSR field trip and the PFC (Proper Functioning Condition) assessment done, by the SCCD, on the Little Spokane River from Elk Park to the confluence with the Spokane River. He asked the Committee members for any additional photo’s they have to be sent to him as soon as possible. Further review of the list will be postponed for a future meeting. Homework Characterization & Social Structure Committees need to finish up their projects and e-mail final reports to Rick. Also bring suggestions for developing and outreach and education program and be ready to discuss at the July meeting. Next Meeting The next meeting will be July 6, 2004 from 9:00 am to 12:00 pm, and will be held at the Riverside Fire Station #46 Meeting Room. The meeting adjourned at 12:12 pm
