 Little Spokane River Management Plan Meeting

 

August 3, 2004

Meeting was called to order at 10:10 am.  A meeting agenda with copies of the July 6, 2004 meeting minutes had been distributed earlier.

 

Minutes could not be approved since there was not a quorum (9 voting members).  Minute approval was postponed until the September meeting.

 

The remainder of the meeting was an open discussion of items on the Agenda.  No decisions were made.


 

 

Open Discussion/Public Comment

Dale Gill asked for clarification regarding the EWU QAPP (Quality Assurance Project Plan) Update section of the July 6, 2004 meeting minutes.  He understood that the Planning Committee requested theWSU team to do sampling above and below Pine River Park AND above and below the golf courses.  Jilla will check the tap of the July meeting and also check with Rick to

see what was said about golf courses.  This will be brought up at the September meeting when the July meeting minutes are brought to the Planning Committee to be approved.

 

Dale Gill reported that the Eloika Lake Home Owners Association is considering a new technology using radio waves, to increase the dissolved oxygen concentration.  This technology, from Advanced Water Research & Development, claims to create aerobic conditions to remove nutrients and decrease or even reverse the eutrophication process.

 

The committee discussed this in length.  Russ asked Jilla to check with Rick on the availability of a historical report on Eloika Lake for Greg Sweeney.

 

Russ mentioned a workshop with DOE for grant writing on September 1st.  Greg Sweeney and Mary Sterling expressed interest in attending and Russ asked Jilla to check with Rick with the specifics and e-mail the information to Greg and Mary

Watershed Characterization and the Social Structure Committees Update

Recreation

Dale Gill reported that he updated his report from committee comments and suggestions.  He is confident he can document what is in his report.

 

Politics and Jurisdictions

Jilla will have Rick contact Kathleen Werr for her final report.

 

Economics, Growth & Development and Land Use

Lindell Haggin has e-mailed her final report to Rick.

 

Historical and Cultural Resources

Stan Grant had sent two reports, Geologic History and Human History of the Little Spokane River Watershed, to Rick and these have been e-mailed to the Planning Committee and copies made available at the meeting. 

 

Rick will e-mail all the reports to the Planning Committee for review.  The Committee was asked to e-mail their comments & suggestions to Rick as soon as possible.

 

 

July 8th Public Meeting at Riverside High School

There was some discussion regarding the poor turn out.

 

 

Time Sheets

A reminder that time sheets are available for those that needed them.  Remember to turn them in monthly to Jilla or Rick.  If there are any questions, please see Jilla or Rick.

 

 

Discuss Development of Outreach/Education Ideas

The Planning Committee listed ideas that can be discussed in more detail at the September meeting.

·        Harvest Days – July

·        Deer Park Fair

·        Native Plant Fair – near Deer Park first weekend in June

·        Other local events – need to pull together a calendar of events for the next 12 months

·        Mailings – Lindell said that a meeting she went to, Elaine Snouwaert from DOE, did a presentation and a good mailing list is registered voters that have voted in the last three elections.

·        Channel 5 Community Calendar

·        Educate Children by offering courses to teachers.  The children will turn around and educated the parents/adults

·        Chewelah Learning Center

 

Identify Water Quality Issues, Work on Draft Solutions/Recommendations

Time ran out to discuss the issues at any length.  The Planning Committee was given homework to work on these and send their solutions to Rick prior to the September meeting.

 

 

Homework

The Planning Committee was asked to read the Watershed Characterization reports and e-mail comments & suggestions to Rick.

 

Go over Issues list that was handed out at meeting and work on more solutions.  E-mail these to Rick prior to the September meeting.

 

Next Meeting

The next scheduled meeting is set for the day after Labor Day on September 7, 2004.  Russ asked everyone to e-mail Rick with their availability and Rick will e-mail the meeting date with the minutes and agenda for the next meeting.
